AdWords would be a great idea. You can specifically target the ads to keywords that would drive the people most likely to be supportive of Baldwin i.e. 'paleoconservative', 'Buchanan', 'Tancredo', etc. I have a lot of experience with AdWords personally.
Another idea is Facebook. Again we can target the ads so that they would only appear to people with certain keywords in their profile. This is a very cost effective way to get the word out.

AdWords has been utilized by every other candidate, we should consider it.
The best format would be to have a State CP do their own with a Baldwin plug. No need for for a chipin, no need for official approval & funding, we can expand our local CP by using local funds while getting Baldwin's name out there.
